JOB SUMMARY
This role provides strategic leadership, vision, and direction for the Learning Services department, aligning initiatives with organizational goals and driving transformation. The incumbent is responsible for developing and implementing high-level learning strategies and training plans, leveraging deep business and operational understanding to design innovative, impactful, and scalable learning solutions that address critical business challenges and opportunities.
This position leads learning transformation projects, including the adoption of new methodologies and technologies, and oversees the comprehensive change management strategies to ensure successful implementation and impact of new learning initiatives. The incumbent drives operational excellence through the strategic use of analytics to measure program effectiveness, identify trends, and make data-driven decisions, implementing continuous improvement methodologies to optimize learning processes and outcomes.
The role involves performing management responsibilities such as hiring, coaching, performance management, and fostering the growth of a high-performing team of learning professionals. It also encompasses developing and executing a comprehensive vendor strategy, managing vendor performance, and cultivating strong, long-term strategic relationships to ensure effective delivery of outsourced learning solutions, including overseeing "train the trainer" programs.
Additionally, this position builds and maintains strong strategic relationships with senior internal and external stakeholders, acting as a trusted advisor on learning and development. The incumbent ensures all delivery complies with relevant legal, ethical, and regulatory requirements and stays abreast of emerging learning technologies and innovative practices, partnering in the evaluation and integration of new tools and platforms to enhance the learning ecosystem.
ESSENTIAL RESPONSIBILITIES
Perform management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.
Provides strategic leadership, vision, and direction for the Learning Services department, aligning initiatives with organizational goals. Develops and implements high-level learning strategies and training plans based on deep business and operations understanding. Leads learning transformation projects, including the adoption of new methodologies, technologies, and strategic partnerships. Develops and implements comprehensive change management strategies to ensure successful adoption and impact of new learning initiatives.
Drives operational excellence within Learning Services through the strategic use of analytics to measure program effectiveness. Identifies trends to inform data-driven decisions. Implements continuous improvement methodologies to optimize learning processes and outcomes.
Develops and executes a comprehensive vendor strategy, manages vendor performance, and cultivates high-value, long-term strategic relationships to ensure effective delivery of outsourced learning solutions. Oversees implementation of the train the training program and ongoing support for vendor partner training staff.
Builds and maintains strong strategic relationships with senior internal and external stakeholders, acting as a trusted advisor on learning and development. Collaborates with senior leaders and internal partners to ensure design of innovative, impactful, and scalable learning solutions that address critical business challenges and opportunities. Ensures that all delivery complies with relevant legal, ethical, and regulatory requirements, monitors compliance.
Oversees the day-to-day operations of the department, develops and implements policies and programs as necessary.
Stays abreast of emerging learning technologies and innovative practices. Partners in the evaluation and integration of new tools and platforms to enhance the learning ecosystem and drive future-ready capabilities.

EXPERIENCE
Required
5 years of experience with Leading learning and development functions, strategic training-related projects, or consulting on training-related initiatives
3 years of experience with Management or leadership role
3 years of experience with Analyzing, designing and implementing learning solutions and processes with a focus on operational excellence and analytics
Preferred
7 years of experience with progressive leadership experience in Learning & Development (L&D) within a large, complex organization, preferably in the healthcare or insurance industry.
5 years of experience with proven track record of developing and implementing innovative learning strategies that directly resulted in measurable improvements in business outcomes (e.g., employee performance, retention, operational efficiency, customer satisfaction).
