JOB SUMMARY
This role will lead the development and execution of the health plan’s product performance framework across all product portfolios and lines of business. This leader will provide critical measurement plan design and development, insights, measurement reporting and data oversight on clinical, operational, and member experience outcomes of all health insurance products and Living Health related product portfolios, and partner with cross-functional teams to drive continuous improvement.
This role can be based anywhere and can be Hybrid or remote. If you live within 50 miles of an office you are required to be onsite 3 days a week.
ESSENTIAL RESPONSIBILITIES
Perform management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.
Lead end-to-end product performance measurement process to ensure products and solutions are evaluated with quantitative and qualitative measurement and research techniques that produce evidence in support of financial, experience, and performance measurements across all product portfolios throughout the product lifecycle. This includes measurement planning, along with resulting insights, data analysis and reporting used to drive product and solution scaling and market adoption to internal and external partners, including creating and leading cross-functional and matrixed teams to support data identification, extraction, summarization and reporting, including AI tooling enablement.
Lead the strategy & execution of programs and processes to enable new innovative technology, particularly artificial intelligence, to support how solution and product performance and insights are developed, communicated, and used to support business needs. Potential AI capabilities and tools to be implemented include, but not limited to: predictive impact techniques to guide product roadmaps, rapid root cause analysis for real-time troubleshooting, AI-powered BI tools for dynamic and intelligent dashboards, automated insight delivery to product managers via AI agents, and seamless integration of financial and experiential metrics for dynamic return on investment tracking. The enablement of these and other related capabilities will empower the teams' analysts to focus on high-value capabilities like hypothesis generation and creation of actionable recommendations.
Partner with product managers, portfolio, finance, and clinical partners and other key stakeholder teams to identify and act on product performance trends and opportunities, including alignment to product roadmaps and measurement of associated value realization targets, in order to influence and prioritize forward looking product development and lifecycles.
Ownership of key performance indicators (KPIs) and metric definitions to track product/capability performance and value, including development and maintenance of documentation of measurement plans, data sources, and analysis methodologies.
Collaborate with product managers, owners, business stakeholders, and analytics teams to identify data requirements and ensure data availability, while establishing data collection processes, dashboard/reporting transparency and quality control measures to ensure clinical and non-clinical data accuracy and reliability
Partner with the Enterprise Analytics teams to support key clinical program and product measurement and evaluation, while also partnering with Operational Analytics and other critical partners (e.g., enGen, enterprise data office, etc.) to ensure appropriate information is available for new and complex requests
Lead performance deep dives and business reviews to support strategic planning and product refresh cycles alongside formation of actional insights with recommendations based on data analysis, while driving transparency and storytelling around product success and opportunities to executive leadership.

EXPERIENCE
Required
7 years of experience with Healthcare industry or equivalent product management/performance experience
5 years of experience with Management or leadership role
Preferred
5 years of experience with Data analysis, data governance, reporting or operational or product measurement functions

Required

Pay Range Minimum:
$126,400.00Pay Range Maximum:
$236,000.00Base pay is determined by a variety of factors including a candidate’s qualifications, experience, and expected contributions, as well as internal peer equity, market, and business considerations. The displayed salary range does not reflect any geographic differential Highmark may apply for certain locations based upon comparative markets.
