JOB SUMMARY

This job assumes responsibility of operational support for enterprise contingent workforce solutions, working directly with hiring managers, technology, procurement and human resources.  Ensure day-to-day oversight and management of the team. Will meet internal and external performance expectations outlined in the service level agreement (SLA), contract or other documents that govern our area.


ESSENTIAL RESPONSIBILITIES

  • Perform management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity.  Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.
  • Oversee the performance of contingent workforce operations and quality of work.  Plan, manage and oversee all operational support of third party contingent workforce support, working directly with Managed Services Provider (MSP), Vendor Management System (VMS) partners to ensure performance is meeting our expectations and issues are triaged in a timely fashion for delivering business staffing needs. 
  • Deliver executive and company wide reporting of operations team agreement metrics (Day 1 productivity, TAT and Quality).  Ensure accurate, timely and complete reports for operational and performance metrics related to functional administration. Manage contingent workforce data auditing and compliance reporting requests as needed.
  • Manage operational issues for day-to-day activities, respond to high priority, complex and/or escalated  requests and ensure third parties, technology teams and hiring managers adhere to all service level agreement metrics.  Makes recommendations for business process improvements with a thorough understanding of technical problems and solutions as they relate to the business needs.
  • Represent, engage and champion operational needs within the oversight process and structure as outlined in the department ways of working, this will ensure efficient and effective management of the services provided.  Conduct operational oversight meetings as needed appropriate internal and external partners. 
  • Assist in the creation of strategy specific to the functional area and operationalize the approach.  Lead the creation and modification of the operating model by which the company and the third party(s) interact.

EXPERIENCE


Required

  • 5 years in Claims, Service, Workforce Management, Procurement, Operations or another related function
  • 3 years in Leadership / Management / Mentoring role
  • 1 year of working with contracts


Preferred

  • 1 year with Third Party Management

SKILLS

  • Knowledge of corporate control functions, particularly as applied to operational processing and data sharing
  • Ability to think and act independently – assume ownership of projects with minimal supervision
  • Excellent communication skills – both listening as well as verbal and written communications
  • Ability to quickly grasp and understand new concepts and ideas
  • Logical thought process – ability to identify all the steps needed to achieve desired objectives
  • Ability to influence stakeholders and decision makers - Interact with multiple levels from non-exempt to executive management
  • Consultative skills such as envisioning a desired outcome and developing solutions to achieve that outcome
  •  Manage multiple tasks and projects, and forge strong interpersonal relationships within the department, with other departments, and with external audiences


EDUCATION


Required

  • Bachelor's degree or other related areas OR 6 years of related and progressive experience in lieu of Bachelor's degree

Pay Range Minimum:

$92,300.00

Pay Range Maximum:

$170,800.00

Base pay is determined by a variety of factors including a candidate’s qualifications, experience, and expected contributions, as well as internal peer equity, market, and business considerations.  The displayed salary range does not reflect any geographic differential Highmark may apply for certain locations based upon comparative markets.
