This job develops and implements communications strategies that support the department's strategy and business priorities. The incumbent focuses on internal and external audiences by analyzing, designing, developing, and providing communication solutions for multiple, complex VBR projects. Interfaces with key business stakeholders at all levels to understand business issues and present creative and engaging communication solutions, ensure maximum usability and alignment with the corporate strategy, and proactively account for potential upstream and downstream implications. Writes copy and collaborates with VBR analysts, actuary, analytics, field teams and others to produce printed, electronic and digital communications that support the participation in and adoption of  Highmark provider programs, support the sale of products, and persuade various audiences to take desired steps or inform various audiences about changes that affect them. Reviews complex technical information and corporate goals to translate that information into promotional and informational materials that will be understood and effective for specific audiences, including Sales, Member Service, employers, producers, providers and consumers.  Solves complex problems, taking a broad perspective and developing innovative solutions with minimal management assistance.


  • Act as Internal and/or External Communications & Subject Matter expert. Work strategically with VBR Leadership to develop content for multiple value based programs. Work collaboratively VBR team members and matrixed partners, and with marketing communication team, public relations, social media, digital communication and  enterprise communications departments in the  development, writing, editing, approval and delivery of communication strategies and Value-Based Reimbursement messaging.
  • Support Content Strategy Development for internal and/or external messaging. May provide consultation, develop, design and/or deliver senior-leader directed communications that increase awareness and engagement of value based programs. 
  • Demonstrate and use product knowledge to assure that content is appropriate for the intended audience, understandable, persuasive and effective to achieve communications and internal education goals. Ensure communications are accurate, on message, and on brand, distributed on time and on budget to all markets. Drive content for print, electronic and digital communications, including flyers, websites, emails, text messages, FAQs/talking points, newsletters, creative briefs, and presentations.
  • Support Sales in completing RFIs relevant to Value-Based Reimbursement. Drive completion of annual BCBSA survey, and act as liason for other BCBSA updates and information requests.
  • Liaison to Senior Management. Partners with senior leaders to develop and execute time sensitive, highly confidential communication strategies and materials. Works collaboratively across enterprise business groups and other communication areas as needed.
  • Serve as the subject matter expert (resource) to matrixed staff and stakeholders on current value based program and strategic provider initiative operations. Responsible to lead and support multiple and/or complex projects.

  • Bachelor's Degree in Journalism, Communications, English, or Marketing with concentration in Advertising, Public Relations, Business Communications or a related communications field


  • 6 years of related and progressive experience in lieu of Bachelor's degree


  • None



  • 7 years of relevant, progressive experience in the area of specialization including leading projects of varying size and complexity


  • 10 years of Marketing and Copywriting in the Healthcare industry

  • Possesses and applies a comprehensive and deep knowledge of the field of specialization to complete and lead others to complete complex assignments. Provides subject-matter direction and expertise to complete projects and assignments
  • Assigns projects to team. Experience in effectively prioritizing and managing a large volume of projects to completion
  • Provides high-level consulting to subject matter experts about writing capabilities prior to engagement
  • High standard of professional conduct
  • Strict attention to detail and well developed command of language
  • Significant understanding of health insurance terminology and health literacy
  • Well developed understanding of online and offline production processes
  • Significant understanding of Highmark corporate structure, key communicators, and leaders who impact or are impacted by our team.
