GENERAL OVERVIEW:

Direct an enterprise wide team to create a culture of continuous regulatory readiness through continual proactive risk assessment and mitigation efforts. Create and maintain a centralized policy administration infrastructure to support the formulation, review, approval and dissemination of AHN policies and procedures. This role is located on-site at Allegheny General Hospital.

ESSENTIAL RESPONSIBILITIES:

  • Convert the current divergent inventory of policies and procedures into an integrated coordinated system centric body of policies and procedures. Establish and maintain a centralized process for the formulation, review, approval and dissemination of policies and procedures standardizing when possible and practicable. (15%)
  • Administer and oversee the AHN enterprise policy management program, ensuring consistent interpretation and application of system-centric policies where feasible and ensuring congruent companion policies at the entity/facility level when a system-centric policy/procedure is not feasible due to facility or organizational variances. (15%)
  • Implement and oversee the electronic policy management system, ensure the integrity of the system via appropriate education, training and security. (15%)
  • Serve as the network-wide resource and clearinghouse to ensure consistent interpretation and application of regulations, accrediting standards and policies across the network focusing on CMS Conditions and Participation, Joint commission accrediting and certifying standards and the PA DOH regulations. Ensure consistent implementation of new regulations, standards and policies. (15%)
  • Keep abreast of regulations in development, assessing their potential impact to AHN entities and responding when appropriate through the legislative comment process or professional organizations, focusing on CMS Conditions and Participation, Joint Commission accrediting and certifying standards and the PA DOH regulations. (10%)
  • Serve as the liaison between AHN, regulatory and accrediting agencies on issues and problems affecting the Network. Work collaboratively with regulatory and accrediting agencies in order to achieve consistent interpretation of regulations and accrediting standards. Administer the AHN contract with Joint Commission Resources. (10%)
  • Support and direct the regulatory team to identify analyze, manage, monitor and mitigate regulatory and accreditation risk, including patterns and trends identified among entities. Identify and implement best and evidence based regulatory and accreditation practices to enhance quality, safety and service. (10%)
  • Integrate regulatory with other safety and quality, legal, compliance and other areas to deliver business results and support he evolving strategic priorities. (10%)

QUALIFICATIONS:

Minimum

  • Bachelor's degree from an accredited college or university
  • Seven years of progressively more responsible regulatory and accreditation experience

Preferred

  • Graduate degree in law, health care administration, nursing, business, health informatics or other related field
  • Licensure in healthcare related field
  • Experience in a complex, multi-hospital system with a complement of both teaching/academic medical centers and community hospital institutions
  • Experience in policy administration, risk management, patient safety and/or quality
