JOB SUMMARY

Highmark Health has a vision to reinvent the way that consumers and their clinicians engage in a person’s health which we call Living Health. Central to that vision is the creation of a new health experience for both customers and clinicians, blending the clinician aspects in a way that is seamless and customized to a person’s health needs and their preferences for how they want to interact with the system. This vision is meant to apply to all Highmark Health customers, whether they sit in Western PA where we have AHN, or in Idaho where they are a national account member.

This role will serve as the Enterprise Research & Innovation lead as well as assisting in the development of the vision, strategies and supporting plans to execute on initiatives to improve health outcomes in the communities Highmark Health serves. This will include a focus on leading efforts to influence federal healthcare policy, pursue large innovation programs and grants with federal and state agencies and, when necessary pursue CMS waivers in support of value based programs. The successful candidate will link with executives within our organization and across the nation to discuss and influence strategies, plans and communications. The incumbent plays a critical role in coordinating efforts in search of federal support for mission critical initiatives with provider partners and linking with other integrated systems where interests align.

ESSENTIAL RESPONSIBILITIES

  • Provides credibility to the work relating to the quadruple aim, improved medical and health outcomes with lower healthcare utilization and cost while improving the physician and patient experience.
  • Leads and partners with key stakeholders within the Enterprise to monitor the research and innovation portfolio allowing for differentiation of the Enterprise in the market and providing opportunity to relationships with members and provider partners.
  • Leads efforts to influence federal healthcare policy decisions and pursue necessary waivers on insurance and reimbursement regulations that impact the Enterprise’s ability to operate as a learning healthcare enterprise.
  • Conducts portfolio management activities related to clinical research and quality improvement initiatives through the application of knowledge of clinical care delivery, clinical trials, regulatory requirements and emerging policy.
  • Coordinates key initiatives across our organization and aligned partners with federal agencies for developing, securing and executing large federally sponsored programs in support of the Living Health strategy.
  • Supports government relations efforts for federal support of enterprise mission critical initiatives including the coordination of activities with our provider partners and linking with other integrated systems where interests are aligned.

  • Graduate degree in Medicine, Science or Mathematics, MD preferred

EXPERIENCE


Required

  • 10 years as a senior executive with operational and responsibilities leading advanced research, innovation and healthcare technology
  • Demonstrated experience in leading the product development roadmap and ability to launch product to market, such as clinical trial experience, drug or device exemptions work
  • P&L experience within a complex, matrixed corporate structure
  • Previous track record of publications
  • Experience working with federal agencies

Preferred

  • Strong leadership skills as characterized by one who possesses a broad vision of the future of health care and assertiveness in taking risks and presenting/selling ideas
  • Experience in leading complex projects and product development activities across many scientific communications
  • Having a balanced perspective and demonstration of mature sensitivity to the values and expectations of others
