JOB SUMMARY

This job sources strategy development, execution of defined category sourcing strategies and performing transactional purchasing activities to meet the needs of internal business partners and drive value for assigned spend categories. Provides input for contracts with suppliers to ensure timely acquisition of goods and services while maintaining compliance with procurement policies and procedures and other state and federal acquisition regulations. Performs day-to-day processing of purchase requisitions and purchase orders as well as provide appropriate support for Procurement Consultants, as required, on arising category management related tasks and contribute to overall category performance targets and corporate supplier diversity goals. Manages inventory items within the inventory system to ensure proper reorder points, version information, customer orders, etc. 

ESSENTIAL RESPONSIBILITIES

  • Support customers, inventory team, and forms designers with inventory item number creation and assignment, physical item quantity level monitoring, usage, out of stock, and other reports, reorder level designation, version control, revisions, etc. Investigate and remedy inventory shortages and discrepancies, scrap outdated and obsolete items. Coordinate cycle counts with inventory team. Order paper, envelopes, forms, boxes, ink, glue,etc. in support of customers and team members. Act as a point of contact for customers who do not have access to internal systems to place requisitions or to monitor inventory transactions. 
  • Perform daily processing of purchase requisitions and orders for category-related goods and services on regional and local levels. Closely interact with local and regional internal business customers and act as a central entry point for managing requisitions related to the assigned category. Ensure the goods and services that are requisitioned within their responsibility are supported with appropriate background information and ordered from the contractual supplier under the appropriate contract and applicable terms and conditions. Manage and facilitate requisition workflow to ensure respective approvals are applied and policies are followed prior to converting to purchase orders and transmitting to suppliers. Communicate purchase order status and acknowledgments to the internal business customers (requestor and/or receiver of goods and services) and address purchasing related questions and difficulties (i.e., order changes, cancellations, expediting, returns, damages, etc.). Schedule/track material deliveries with vendors and team. Process PO reciepts and reconcile POs.
  • Develop category subject matter expertise and sourcing capabilities to meet goals for cost management, supplier management including supplier diversity, and process improvements. Take corporate and departmental mandated training in a timely fashion and pursue certification as the need has been identified. Remain current with industry, state and federal regulations to maintain compliance with legal protocols and mitigate security/privacy risks. 
  • Tactical Sourcing and Contracting. Perform tactical sourcing and contracting activities to fulfill internal business needs for lower-dollar value goods and services. Gather/analyze business requirements and identify and pre-qualify potential sources of supply, ensuring inclusion of small and disadvantaged suppliers. Prepare and send bid solicitations – Request for Information (RFI), Request for Quotations (RFQs), and Request for Proposals (RFPs) – in compliance with corporate policies and procedures. Evaluate quotes/proposals and communicate award recommendations based upon pre-defined selection criteria (e.g., benefits/cost savings, quality/service, supplier diversity spend targets, etc.). Leverage defined negotiation strategies to establish contractual agreements with selected suppliers using pre-approved category-specific contract templates and clauses. Escalate contract negotiation disputes and points of contention to senior sourcing and procurement management for resolution as necessary. Assist procurement operations with supplier transitioning and implementation activities as required.
  • Manage Contract Life-cycle. Manage the contract lifecycle in coordination with contract administration and internal business partners including renewal or termination of expiring contracts and negotiation of contract changes, and amendments to terms and conditions as required. Reroute and facilitate approval of contractual changes as necessary, and communicate new terms to appropriate stakeholders.
  • Strategic Support. Build and maintain strong working relationships to support development of category-specific strategies and delivery of category sourcing playbooks. Evaluate category costs and risks, conduct supply market and competitive positioning analysis, and drive category performance improvement opportunities for achieving spend compliance and diversity spend goals.
  • Communicate/resolve difficulties with internal and external customers. Communicate information and resolve problem situations with customers, owners of inventoried materials, vendors, warehousing contractors, trucking contractors, etc.. Provide excellent customer service to internal and external customers in a timely manner. Ensure customer needs are adequately met and addressed. 
  • Other duties as assigned.
