JOB SUMMARY

The job will have oversight of all critical enterprise network and systems infrastructure for the company. This job will lead strategic use of data network, server/data centers, and telephony systems, architecture, configuration, administration and integration. Reliability and availability of our networks is critical to the success of Highmark and our external (ASP) customer's success. This job is responsible for managing an annual IT Spend of $120 million. This is a highly visible role within HM Health Solutions.

ESSENTIAL RESPONSIBILITIES

  • Performs management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity.
  • Plans, organizes, staffs, directs and controls the day-to-day operations of the department; develops and implements policies and programs as necessary; may have budgetary responsibility and authority.
  • Contributes to the overall direction and strategy for the HMHS Infrastructure division. Leads strategic technology planning to achieve business goals, including the ability to articulate ideas to both technical and non-technical groups, and business case justifications for technology spending initiatives.
  • Leads the IT Infrastructure Department including Networking, storage, Mainframe and open systems servers, Monitors and Infrastructure Engineering and Telephony/Telecom.
  • Establishes and maintains a strong partnership with Information Technology peers and other leaders throughout the business to develop and implement strategies that ensure that the infrastructure team anticipates and meets demands, while providing increased availability, scale and continuous improvement of costs and services.
  • Leads the evaluation, deployment and management of current and future technologies including the development and implementation to support a high availability 24x7 support model, the creation of a private cloud and virtualization.
  • Analyzes and improves upon technology standards across the organization to maintain a competitive edge within the market.
  • Formulates continuity plans to manage for data security, retention and recovery.
  • Other duties as assigned or requested.

REQUIRED EDUCATION

  • Bachelor's Degree in Engineering, Computer Science, Information Systems or related field

EXPERIENCE

Minimum

  • 15 years of working with information technology
  • 10 years of mentoring others in a leadership role
  • 7 years in staff management
  • 5 years in developing strategic plans
  • 5 years of developing strategic and tactical solutions to diverse and complex business problems
  • 5 years of developing, presenting and communicating technical concepts to varying audiences

Preferred

  • 15 years' of steady career progression including senior level infrastructure leadership experience
  • Health insurance experience

SKILLS

  • Strong interpersonal, people development and management skills; a leader who motivates others with high expectations and clear performance expectations
  • The ability to think strategically as well as successfully implement tactical plans
  • Exceptional relationship skills - - The ability to build trusted, productive partnerships between IT, business leaders and external partners
  • Agility in dealing with a constantly changing business environment and areas of ambiguity
