APPLICATION DEVELOPMENT CONSULTANT

HM Health Solutions Inc. seeks an Application Development Consultant in Pittsburgh, PA responsible for analyzing, designing, coding, testing, and implementing application enhancements with no supervision. Other duties include: (i) providing technical oversight to (but not supervising) the work of systems analysts and programmers; (ii) formulating and defining the most complex system scope and objectives for assigned projects; (iii) devising or modifying procedures to solve the most complex problems based on computer equipment capacity and limitations, operating time, and form of desired results; (iv) preparing complex, detailed specifications from which programs will be written; (v) designing programs, coding, testing, debugging, and maintaining documentation; and (vi) conducting quality assurance review.

Must have a bachelor’s degree (or foreign equivalent) in Information Technology, Engineering, or a related field plus seven (7) years of post-baccalaureate and progressively responsible experience in a related position.

Must have seven (7) years of experience supporting Mainframe applications, including: (i) DB2; (ii) COBOL; (iii) JCL; and (iv) CICS.

Must have three (3) years of experience with each of the following: (i) business systems in healthcare; (ii) government health programs including the Affordable Care Act (ACA); (iii) standard EDI transactions including 270/271 and 834; and (iv) government compliance interfaces.

Experience can be concurrent.
