This job leads technology administration services in support of one or more enterprise wide software tools that empower our internal and external customers to communicate effectively and make better business decisions.


  • Plan for the implementation of software upgrades, patches and configuration changes.  Ensure they are implemented using all established change management procedures.

  • Assist new project teams and health plan partners in the onboarding process which includes software acquisition, security setup, and establishing their use of the various software development lifecycles.  Mentor project teams and end users on the use of technology.

  • Train and mentor junior team members on the processes and procedures established to support the associated toolsets.

  • Architect the infrastructure and architecture of the information technology services supported by the team, and conduct period refreshes of the design.

  • Ensure all requirements are met on a regular basis for departmental service development and update including service pricing and chargeback to customers.

  • Assist in the development and on-going administration of a Center of Excellence to establish and govern standards, best practices, processes and procedures for the ongoing success of the toolset including developing a training plan for team members on an annual basis.

  • Review the utilization of the platform and conduct and perform capacity planning to ensure sufficient capacity to meet demand, and ensure the platform is highly available, reliable and resilient to meet all service level agreements.

  • Provide support, troubleshoot and monitor the infrastructure using approved tools and automated scripts.  Ensure the team determines root cause of issues and problems, and document the results appropriately.

  • Develop a product roadmap at 12-24-36 month intervals to establish a rolling plan for the toolset.

  • Bachelor's Degree in Information Technology (incumbents prior to August 2019 are exempt from this requirement)


  • 6 years relevant, progressive experience in lieu of degree


  • None



  • 7 - 10 years in IS/IT


  • 10 - 15 years in IS/IT

  • Expert knowledge of M365 and the Exchange Online environment

  • Working knowledge of Powershell and/or Power Automate

  • Will be able to manage modern device services

  • Experience with Microsoft 365 security and threat management as well as managing access and authentication

  • Working knowledge of Exchange on-premise server environments (Exchange 2013, 2016 and 2019).

  • Administration of other M365 applications as well such as Teams and OneDrive

  • Demonstrated ability to successfully complete Exchange migration projects – both on-premise to on-premise, and on-premise to cloud
